I beg to acknowledge the receipt of your letters dated January 29 and February 5, the latter enclosing a copy of the letter from the Governor of Hongkong, H.E.Sir Henry May, to Your Excellency, all on the subject of sending Government studenta from North China to the Hongkong University.

Your letter dated January 29th., containing

the news and assurances of Sir Charles Eliot on the subject, was translated and submitted to H. E. the President, who minuted the document for the information of the Minister of Education, Wang Ta Sich.

Your letter dated February 5th., enclosing Sir Henry's letter dated January 23rd., to Your Excellency, was sub- -mitted with translations for the President's information and decision.

On the strong recommendations of Your Excel- -lency, on the earnest representations of Sir Charles Eliot, and on the explicit assurances of the Governor Sir Henry May that the Hongkong Authorities will not permit the students to imbibe un- -healthy political ideas, the President has therefore given orders to the Civil Governor of Chihli, Province to send directly to the Hongkong University eight Covernment students to pursue their studies.

I have now the honour to communicate the above information to Your Excellency so that you may apprise H. E. the Governor of Hongkong and Sir Charles Eliot, the Dean of the

University, of the facts.
